NutriHydro Stands Behind House Bill No. 6964 and FPA’s Commitment to Excellent Agriculture

FPA Public Hearing House Bill 6964

The fertilizer industry runs on precision — and so should the laws that govern it.

At NutriHydro, we deal in facts. Nutrient ratios, formulation standards, crop requirements — we are a company built on precision. So when we say that today’s Public Consultation on House Bill No. 6964 was a significant moment for the fertilizer industry, we mean it in the most grounded, practical sense of the word.

A Bill Worth Paying Attention To

On February 19, 2026, the Fertilizer & Pesticide Authority convened an online public consultation via Zoom Conference, led by their management and legal team. The session walked stakeholders through the provisions of House Bill No. 6964 — a proposed law that seeks to modernize and strengthen the regulatory framework covering fertilizers and pesticides in the Philippines.

For a company like NutriHydro, this bill is not an abstract policy. It directly shapes how we develop products, how we bring them to market, and how our industry is held accountable. We follow these developments closely as we genuinely care about the direction Philippine agriculture is heading.

A Consultation With Substance

What stood out about today was the manner in which FPA chose to conduct the consultation. Under the leadership of Executive Director III Dir. Glenn DC. Estrada, the team came organized, legally grounded, and straightforwardly open to industry input. There was no pretense. They presented the bill, they explained the rationale, and they made space for the voices of those who will be most affected by it — companies like ours.

That approach matters. Regulation is only as effective as the cooperation it earns, and cooperation is only earned when stakeholders feel heard.

Setting a New Standard for the Industry

House Bill No. 6964 has the makings of a hallmark law. The kind of legislation that sets a clear new standard for how an industry operates. It addresses long-standing gaps in oversight, introduces mechanisms for greater order and accountability, and builds a more structured environment for fertilizer and pesticide companies to operate responsibly and competitively.

For FPA-regulated businesses, that structure is the foundation that separates serious, compliant companies from those cutting corners. And in an industry that directly affects what farmers put into their soil and what eventually reaches the Filipino table, that distinction is everything.

What This Means for Philippine Agriculture

Philippine agriculture needs this kind of regulatory backbone. The sector is being asked to produce more, adapt faster, and operate more sustainably — all at the same time. Legislation like House Bill No. 6964, when implemented well, gives the entire value chain from manufacturers to distributors to farmers a clearer, more stable ground to stand on.

NutriHydro is here for that. We have always operated with compliance and integrity as non-negotiables, and we welcome a regulatory environment that holds the entire industry to that same bar.

Our Thanks to FPA

To Dir. Glenn DC. Estrada and the entire FPA team — management and counsel alike — thank you for moving this forward and for doing it the right way. The public consultation today was a strong step, and the deliberate, inclusive approach you brought to it reflects the seriousness this bill deserves.

We look forward to seeing House Bill No. 6964 through to passage, and to continuing to work within a framework that pushes Philippine agriculture where it needs to go.
